Request for Proposal

Supplying a Fourier Transform Infrared (FT-IR) Spectrometer and other Equipment for the National Laboratory

1. The Solomon Islands Maritime Authority (SIMA) is inviting bids for the supply of a Fourier Transform Infrared (FT-IR) Spectrometer Equipment for the National Laboratory.
2. The instructions to bidders and the Terms of Reference are available on SIMA’s website at https://www.sima.gov.sb/Procurement/
3. The works and information related to the tender are included in the Terms of Reference.
4. Technical and financial proposals must be in separate sealed envelopes, unmarked with the name of the tenderer and tender reference details, but marked to the attention ‘Director of SIMA’.
5. The tender is opening at the office of SIMA on Monday 10 August 2026.
6. Tenderers are informed that:
   1. SIMA is not bound to accept the lowest (or highest) or any tender.
   2. Failure to comply with the tender instructions may lead to disqualification of the tender.
   3. Any attempt by a Tenderer to influence the award of the tender in favour of any Tenderer will lead to disqualification and may lead to measures restricting the tender again with SIMA or may lead criminal proceedings.
7. To obtain any further instructions or clarifications, the contact is procurement@sima.gov.sb. Any request that is not sent to this address will not receive acknowledgement and response.
8. The tender will close on Monday 7 September 2026 at 23:59 Solomon Islands time. Extended until Monday 21 September 2026.
9. Applications must be sent before the closing date and time as required in 4. An alternative mean of submission is to send the technical and financial proposals in two separate emails at procurement@sima.gov.sb before the closing date and time.
10. Late submissions will not be accepted.
11. Due to the limited number of responses received and in order to maximise competition, SIMA has decided to extend the closing date. All other requirements of the procurement notice remain unchanged.
12. Suppliers who have already lodged a submission need not submit a new proposal. Any submission already received will remain valid and be considered. Suppliers may, however, amend, update or provide additional information to their submission prior to the extended closing date should they wish to do so.
