| Job purpose | The Senior Finance Officer is responsible for supervising day-to-day financial accounting, budget planning, execution and reporting, and reconciliations in SIMA’s financial system. He/she focuses on the strict implementation of the SIMA’s Financial, Accounting and Administration Manual. | ||
The Solomon Islands Maritime Authority (SIMA) has been established by act of parliament and is the financially self-sufficient and independent maritime administration to facilitate implementation of international and regional maritime agreements and applicable maritime laws.
SIMA administers the Solomon Islands maritime sector, inspecting vessels, coordinating maritime search and rescue, preventing and coordinating response to pollutions from ships, and providing safety of navigation services. Four overarching goals are adopted in its Corporate Plan 2020-2023:
Finance & Accounting Coordination – Coordinate finance operations, reporting, audits and staff performance in accordance with SIMA’s Financial, Accounting and Administration Manual.
Budgeting – Coordinate annual budget preparation, monitor execution and variances, maintain the finance calendar, and advise on revenue performance.
Financial Operations – Supervise financial records, reconciliations, banking, assets, payments, revenue and monthly account reporting in accordance with SIMA procedures.
Financial Reporting – Prepare accurate monthly financial statements, reconciliations and audit information.

Ability to use financial management systems and software.
Ability to deal with ambiguity, complexity and conflicting priorities.
Ability to advice executive management on finance.
Demonstrated ability to supervise day-to-day financial operations and use financial management system and Excel or similar applications.
Experience in drafting financial reports and preparing financial audits.
Good knowledge of international Financial Reporting Standards (IFRS) and familiar with annual financial statement in accordance with IFRS.
Previous experience in managing a team or coordinating implementation of financial policies and procedures among teams.
Remuneration – the Senior Finance Officer is at Grade E – Senior Officer of SIMA’s organisational structure and will start with a net annual salary of SBD 106,125 after deduction of the 5% employee NPF contribution and income taxes.
